As for whether they actually believed what she's saying - I don't know. It's possible - after all, some people sincerely believe that there's an alien conspiracy trying to rule the world. People will believe all kinds of crazy things. That said, when Peters concocted her fraudulent book back in the 80s there's no way she could have done it by accident - the lies, the misquotes, the invented statistics, etc. were all quite deliberate. So it seems fair to label her, at least, a charlatan, and not merely misguided.
